Calling Western Cape Municipalities

The Department of Economic Development and Tourism invites Western Cape Municipalities to apply for funding towards your municipal energy resilience initiatives. This can either be in support of municipal or private sector renewable energy generation, procurement and / or trading within the municipalities’ spatial and administrative jurisdiction.

Applications open from 14h00 on 27 August 2021 and close 27 September 2021 at 17h00

Western Cape MER Fund Round 1 Funding Categories

The first round of the fund will provide municipalities with financial support specifically to undertake preparatory energy-related studies in any of the following four (4) categories:

  1. Updating of Electricity Master Plans to accommodate renewable energy supply (e.g. in the form of a Grid Capacity Connection Assessment)
  2. Development / updating /review of Cost of Supply studies for NERSA approval
  3. Mini-Integrated Resource Plans (IRPs) /Energy Master Plans for the municipality
  4. Other renewable energy project development or preparatory activities which would further the goals of the MER Initiative (only for very mature projects i.e. within 12 - 18 months from Commercial Operations Date)
Application Details

How to Apply?

  1. The application process entails the completion of the required online information and the uploading of the required supporting documents. Applications will open at 2pm on 27 August 2021.
  2. Only online applications submitted before the closing date and time, will be considered. No emailed or hand delivered applications will be considered.
  3. The online system will automatically close for submission of applications at the closing time and date. The closing date for applications is 17h00 on Monday, 27 September 2021. It is advisable to submit your application as early as possible as no late applications can be considered.
  4. The following attachments should also be downloaded:
    1. The Call for Proposals/Application form, which sets out the purpose of the fund and conditions associated thereto

    2. Guideline for registering and using the online application platform, and,
    3. A template declaration form to be put on your letterhead and signed by your Municipal Manager. You will need to upload the signed version as part of the compulsory documents. 
  5. Thoroughly read the application guideline before completing the online application. All sections in the application form are mandatory.
  6. All documents requested and that are listed in Section H of the Call for Proposals are compulsory and must be uploaded when submitting your application. Please ensure that all documents submitted are legible. Where uploaded documents are illegible, damaged, or corrupted, the application cannot be considered.
  7. The Department is unable to notify applicants on the correctness and completeness of the requisite information and documents submitted, nor can it request additional information. The onus is on the applicant to ensure that all the required information and the correct documents are timeously submitted.
