It is aneffort to begin to develop interpretative accounting skills and offers a reflection on thebroad strategic shifts and the consequential challenges facing the provincial governmentin the accounting environment. Examples of these challenges are the implementation ofGenerally Recognised Accounting Practice(GRAP), new Standard Chart of Accounts and the new Basic Accounting System - thelatter two, both with effect from 1 April 2004.  >

The Asset Management Review documents Supply Chain Management (SCM) in the province as a new and strategically more powerful concept. The key outcomes of SCM is minimizing procurement cost and serving the end user more effectively. In order to achieve this, the necessary business intellect should be built within the SCM units of all departments, and Procurement strategies must be aligned with departmental strategic plans. In addition, new systems evolved within the Province resulting in the switch over to a new financial system in April 2004. Western Cape HIV/AIDS Infection, Mortality and Fertility Population Projections

The Department of Social Department carried out a tender to project the population in the Western Cape Province taking into account the HIV/AIDS epidemic. The provincial projections were achieved by adapting the ASSA2003 model developed by the Actuarial Society of South Africa to correspond to the situation in the Western Cape. Projections were carried out under the assumption that MTCTP (mother to child treatment programme) was introduced in 2001 and HAART was available since 2000 but significantly so since 2003 and that coverage reached 90% and nearly 60% respectively in 2005.  >
