Compulsory Submission of Form WCBD 4

The Western Cape Government, as required by the National Treasury's Norms and Standards Unit, has amended its procurement processes for the financial year 2011/2012 and thereafter. In terms of these amendments, bidders must submit additional documentation along with their bid proposals in order for their bids to be considered valid by the department that has issued the tender. This additional documentation includes form SBD 4 - also known as form WCBD 4 - which is a bidder's "Declaration of Interest, Bidder's Past SCM Practices and Independent Bid Determination".
In the case of TradeWorld specifically, all suppliers that quote on TradeWorld must also submit form WCBD 4. Furthermore, before submitting form WCBD 4, suppliers must ensure that the form has been signed by a person who is authorised to sign such form and that the form has been certified by a Commissioner of Oaths.
Moreover, suppliers must submit not only form WCBD 4 but also any other documentation as indicated in the Terms of Reference or tender package they receive.
Suppliers responding to a TradeWorld enquiry must submit all of the prescribed documentation no later than the closing date of the enquiry as no late bids will be accepted. Suppliers responding to a TradeWorld enquiry issued by the Department of Economic Development and Tourism, specifically, must submit their bid documents to any of the following contacts:

Compulsory Registration on the Western Cape Supplier Database
As of 1 April 2012, the Western Cape Government may no longer do business with suppliers who are not actively registered on the Western Cape Supplier Database. The database provides the following benefits to both suppliers and government:
- Accurate data on current and potential suppliers.
- Valid and up-to-date information on all suppliers.
- Reduced administrative burdens on departments.
Who Must Register on the Western Cape Supplier Database?
- All existing suppliers who are currently not registered on the database.
- All potentially new suppliers who intend doing business with the Western Cape Government but are not yet registered on the database.
What About Existing suppliers Who are Already Registered on the Database?
Existing suppliers who are already registered on the Western Cape Supplier Database must please ensure that they update their business profiles on the database.
How Does Registration Work?
Suppliers who either want to register on the Western Cape Supplier Database for the first time or update their business profiles must fill in the prescribed forms. The forms can be obtained from:

Is the BBBEE Rating Certificate Compulsory for Registration?
No, however it is a requirement for the claiming of preference points.
