Provincial-Wide Monitoring and Evaluation System (PWMES)

This evolving body of reports captures the seven phases of the PWMES, also referred to as the "Western Cape Model", which speaks to; "An integrated approach is needed for an institutionalised Monitoring and Evaluation system for the PGWC that is able to assess and identify the reasons for its performance and measure results. In essence, this implies that Monitoring and Evaluation goes beyond compliance and that outputs of programmes and interventions could be translated into outcomes and results. To answer the question as to whether any results are produced to shape policy-making and policy implementation, a results-based Monitoring and Evaluation approach has been adopted for the PWMES." The seven phases addresses the following steps:

  • Readiness Assessment and Stakeholder Engagements.
  • Overarching Frameworks for the PWMES.
  • Indicator Development Process.
  • Monitoring and Results Frameworks.
  • Data Management and Data Assessment.
  • Building the Information Architecture for the PWMES and PWMES-planning to implement.
